a program idea should demonstrate a form.
form can be categorized by the architectural elements- a point, a line, a plane.
these elements can be literal or physical , or conceptual;
points are literally columns, main point can be main concept or program, i.e. the public square;
line can be a wall, or the lining up of private utility program which wraps the center point of circulation or the main program space.

gathering the program will gather the form and make a place;
certain program ideas want to be gathered around circulation,
certain program ideas want to be gathered around other spaces-
this will tell you the scale --if the project is vertical or horizontal, vertical or hoizontal space are the same with the except to literal structure.
if the program does not give this to you then the site takes over to inform the program.
this text needs a reedit to simplify what its trying to say, the following three examples show-
1. line-end with main program, all wrapped by folded "line" or paper
2. point of circlulation lines up... to hold the main space of program
3. the lines are either heavy and solid, layered, or thin and plane line- need an example f this last one.

  1. how do you deal with program development without a site, or does everyone have a site?
    but I would guess the program idea is fundamental and the scale of the program idea is enlarged and sized with the site
